Throw away or Keep the key to Seouls Tower?

When you go to Seoul's Tower in Korea where all the locks are, are you supposed to throw away or keep the key? I know that you're supposed to throw away the key for the love forever thing but there's a sign there that says do not throw away keys so I'm a little confused...are we supposed to keep the key or throw it away?
