Book: "Exempt from Disclosure"?

Why is it so difficult to find this paperback book, written first in 1995 and then second copy, 1996? One book alone (only used) is $199.99 and i some places $250.00 A rip of yes, but what is the big deal? This book is about UFO disclosure, writen by two clandestine (possibly former dis-information mil. intellignece personnel) people: Collins and Doty. It is supposedly either a hot book, or...so old..as to make finding copies nearly impossible n someone' thinking, valueable. And, the publishing company, called "Peregrine Communications" is also a werid company. AT any rate, does anyone know if this paperback book is out there....for a cheap/reasonable price of within the $15 or $20.00 range? thank you
